In a web of trust, there are many independent webs of trust, and any user (through their public key certificate) can be a part of, and a link between, multiple webs. Storing this data on-chain in Social DB, gives us potential ability to mitigate sybil attacks on the system and build up more robust governance. I suggest to start simple, first of all attesting people you know to be real with high confidence (e.g. you met in person or had extensive history of interaction).
