This post serves as a fellowship proposal aligned with the objectives of the [DevDAO Fellowship Program](https://near.social/devgovgigs.near/widget/gigs-board.pages.Post?id=540). It is my conviction that NEAR should establish a robust presence in China by onboarding and engaging with local developers and builders. I commit to dedicating at least 5 hours per week to overseeing and facilitating these tasks, actively engaging in project management and coordination, and remaining transparent about the contributor's progress and their performance. This will allow the contributors to focus on achieving the deliverables. **Objectives** Our main objective is to roll out a NEAR Developer Educational Program, and provide comprehensive support for the developer community in the Greater China region. Our contributors will work on a wide range of Dev Rel initiatives including documentation, educational materials, workshops, blog posts, tooling etc. **Our Contributors** The contributors are all from Chinese-speaking regions. They are expected to perform meaningful work with 5 hours of weekly guidance from our Dev Rel Lead (Robert). We might recruit more candidates or technical experts in the ecosystem to work together. * Robert - First NEAR Engineer in Asia with rich experience in NEAR dev tooling, ecosystem project support, dev education and community building (since January 2021). technical mentor of Ref Finance, Octopus Network, Sender, Orderly Network, etc. * Daniel - Experienced NEAR developer, actively building on NEAR and held an advisory role at Ref.finance and other DeFi projects on NEAR * Coffee - Rust Developer, with experience in BOS. Content creator of NEAR/Rust education program * Murphy - Developer Community Manager, Social Media Manager **Activities** ***Educational Program*** 1. Certifications: certify developers with qualified skills of building DApps on NEAR. We’ll provide 2 separate certificates for NEAR native smart contracts / DApp and DApp built on BOS. * *NEAR Certified Developer*: developers will learn basics about writing NEAR smart contracts in Rust or JavaScript, building frontend and interacting with smart contracts with near-api-js, and other tools and practices to build a DApp. Developers who successfully submit and present demos will be certified. * *BOS Certified Developer*: developers will learn about BOS component concepts and design, APIs, and engineering best practices to build an production-ready application on BOS. Developers who successfully submit and present demos will be certified. 2. In Q4, we’ll write blog posts about Open Web Stack and expand the Rust Smart Contract Tutorial (in Chinese) tutorial to cover more advanced topics. ***Developer Community Support*** 1. Provide developer support in our WeChat dev channels, and host weekly office hours to assist learning and encourage collaboration across the community 2. Provide regular Developer News Updates on hackathon, tooling, NEPs, etc. through our social media platform ***Marketing / Promotion*** 1. Promote NEAR education programs on social platforms such as WeChat, Bilibili, etc., and developer communities such as SegmentalFault, Rebase, etc. 2. Partner with Rust CC (the largest Rust developer community in China) and Tintin Land (a popular Web3 developer community in China) to promote the NEAR Certified Developer program. Developers who finish the Rust course, and submit qualified demos written with NEAR Rust SDK will be certified and rewarded. 3. Partner with web frontend communities such as Web3 Frontend, FreeCodeCamp, etc. to onboard developers to the BOS Certified Developer program. 4. Later on, we established Creative Pro Asia, a NEAR-focused developer hub based in Hong Kong. Our primary focus is to support a wide range of DevRel initiatives for NEAR Protocol and its thriving ecosystem in the Greater China region. The team consists of previous NEAR Foundation employees and early contributors of the NEAR ecosystem who have extensive knowledge and experience in DevRel, Rust, and community building.
