Start New Delegation program **Owners:** - NEAR Foundation - NDC - Anyone else? **Proposal:** Reach out all exiting SW (stake wars) participants and propose to apply for a new DP ( Delegation Program) **DP rational:** The `Owner` is proud to build a strong network of independent validators, which forms the core of the NEAR network. With a focus on encouraging the development of this community, we aim to foster highly efficient, secure, and decentralised node operations. In line with these objectives, the `Owner` has taken a strategic approach to delegate stake from its treasury, with the ultimate goal of promoting greater network decentralisation. **Conditions:** In order to receive stake delegation from the `Owner`, a validator must satisfy specific performance and decentralisation requirements. The delegation sizes are flexibly adjusted, contingent upon the performance of each eligible validator. The requirements will be outlined below and in Proposal #2 Delegation Criteria, scoring (there is a minimum score to be eligible for DP) or requirement: - Maximum Commission: 10%, requirement - Max Stake: 1M NEAR tokes, requirement - KYC, requirement - Last 10 epochs uptime: >80% for chunk producers, >95% for block producers - Self Stake: 100-10,000 NEAR (for example), score 0.1-1 - Datacenter Concentration, Region/Country Concentration, max score 2, less concentration better score - Running the testnet node (will increase delegated stake), score 1 - Participation in Pagoda Debug program, score 2 - SLA (response to critical updates, emergency restarts) 4 hours Successful candidates will receive a minimum delegation of **150K** + amount determined by scoring, maximum of **250K**, the amount is reviewed every 3 months and may go up or down depending on market conditions, participants etc. #### 2.
